"Your device is missing important security and quality fixes." and Troubleshooter does not work.

I want to install affinity, but to do that I need a newer version of Windows. The PC can't find one and says "Your device is missing important security and quality fixes.". I found on the internet that I should use the Windows Update Troubleshooter, but this results in nothing. What do I do now?
