Yesterday I factory reset my PC, and now when I execute some actions, my screen kind of "Breaks"

It happened while using Discord and Chrome, it happened that when I do something, my screen doesn't look like it's responding, and my mouse uncovers what I'm doing. I found these images on Reddit, and this is exactly what's happening to me.
