Xbox app not updating, PC

Hi i just bought a new laptop and i am unable to launch/update the xbox app as i keep receiving the error code 0x80070490, i have tried all the recommended methods i can find to fix this however nothing has worked, i reached out to xbox support and was offered a "heres some additional steps" answer with nothing included, and now i cant start another chat iver the issue. anyone got any ideas how to help? Im on a MSI Thin 15 B13VE if that helps
