Wrong keyboard layout after user logoff (but not after simple restart or shut down)

Always when (for any reason ever) the user is logged off, the keyboard layout is set to bulgarian when logging on again. Standard keyboard is swiss german and bulgarian is in position 7 of 11. When simply turnin the pc off and on again (restart, hybernate or shut down) this does not happen and swiss german is still active. But when logging off the user and then either directly loggin in again or restart and log in the keyboard layout is set to bulgarian ... why – and how to stop that???
