Workgroup is abusive it has taken over my PC I have a home PC I do not know why group policy was added to my pc

Workgroup hides behind Group Policy I tried to delete, my PC was shutdown by them cost $400.00 thought they were gone but started getting blocked from my apps I want my home PC back & my right to use my pc anyway I choose I do not work for anyone do not know how they hacked into my pc I want them gone !!!.
