Wired ethernet connection acting strange (poor to no sustained download or streaming, but seems stable for things like video chat)

Hi everyone,So I've been having an odd problem with my internet for a little over 3 weeks now (relatively new issue). My wired internet speed (supposed to be a Gigabit) on my PC is poor and inconsistent (dropping briefly, but then reestablishing) when trying to stream video like on YouTube, or downloading files in browsers. Some web sites which require more downloading also run extremely slowly, or connections are unstable. However, when I download something on a program like Steam, it seems to sustain steadily (albeit more slowly than typical). It makes doing some tasks extremely difficult.
