winload.efi e9 error when booting from BOTH the SSD and USB Installation media

Yesterday I tried turning on my Windows 11 PC and I got 0x00000e9 error with file \windows\system32\winload.efi. Trying automatic repair or going into advanced boot ends up with the same error screen. I read on multiple forum posts here that I should create an USB installation media and try to do a boot repair or reinstall my OS. I flashed one known good USB stick with Ventoy and Windows 11 ISO, and then another USB drive with the official Windows USB creation tool, BOTH boot to the same error message, just without automatic repair option at the bottom of the screen, as it is from the USB driv
