I was finally able to get an answer from Microsoft. Here is their solution.

I have done it and it did correct the problem of the update failing to

install.

I let them know that this really seemed to be a Microsoft issue, since there

are so many of us having the same problem. At least I don't have to be

frustrated every day with the update failing to install. This fix is posted

around the discussions but this actually came from Microsoft support.

Good Luck everyone.

Step 1: Download Microsoft Windows Installer CleanUp utility

====================================

1. Visit:

http://download.microsoft.com/download/E/9/D/E9D80355-7AB4-45B8-80E8-983A48D5E1BD/msicuu2.exe

2. Save the file to your computer.

3. Right click "msicuu2.exe", click "Run as administrator" and follow the

wizard to install this tool on your computer.

Step 2: Remove .NET Framework

========================

1. Click Start ->All Programs->Windows Installer Clean Up, click Allow.

2. See if you can find .Net Framework software. If so, remove them.

After that, please restart the computer and perform the following

suggestions to reinstall .NET framework 1.1 and the updates for it.

Step 3: Install .NET Framework 1.1 Redistributable Package and related updates

==================================================

1. Please download the Microsoft .NET Framework Version 1.1 Redistributable

Package from the following link and save it to the C drive (C:\)

You may need to restart your computer for this update to take effect.

Update type: Important

A security issue has been identified that could allow an attacker to

compromise your Windows-based system running the Microsoft .NET Framework and

gain access to restricted data. You can help protect your computer by

installing this update from Microsoft. After you install this item, you may

have to restart your computer.

I am not sure about any external product dependencies, but it looks like on

Vista, the .NET updates are very picky about the user which installs the

update. I had tried installing the problematic patch KB929729 as a domain

user through Automatic Updates (check if you are local or domain user) and

encountered the problem. I tried downloading the patch executable to a local

drive and running it with "Run as Administrator" under the same domain user

but still with no success. Finally I logged in as the local Administrator

account (You have to enable it on Vista, since by default it is disabled),

and I installed KB928366 and KB929729 (per one of the posts above in the

I had the same issue and I went through the long process of removing all .net

framework 1.1 software from my vista 32 bit computer with the windows

installer clean up utility. After all of this, I still had the same problem.

I found a solution that worked for me. With the .net framework 1.1 software

removed from my computer, I downloaded the following three files in this

order and installed them and it was fine:

Microsoft .NET Framework Version 1.1 Redistributable Package

Microsoft .NET Framework 1.1 Service Pack 1

Microsoft .NET Framework 1.1 Service Pack 1 Security Update for Windows

2000, Windows XP, Windows Vista, Windows Server 2008, Windows 7, and Windows

Server 2008 R2 (KB953297)

By googling these three names, you should be able to easily find and

download these files on your computer.

For those not having removed the .net framework 1.1 software yet from your

computers, you can probably just download this file, install it and hopefully

it will do the trick:

Microsoft .NET Framework 1.1 Service Pack 1 Security Update for Windows

2000, Windows XP, Windows Vista, Windows Server 2008, Windows 7, and Windows

Server 2008 R2 (KB953297)

I hope this helps others.
