Windows10 with Intel R HD Graphics 4000 only detect 1 monitor display with VGA splitter cable

I have recently got another monitor for my old PC running windows 10 and Intel R HD Graphics 4000, the PC only come with one VGA plug so I got a VGA splitter. After connect and restart, both monitors are displaying the same display and in Display Setting, it says "Cannot detect another display." I checked my graphic card driver it says its up to date. Can anyone help?
