Why are you trying to install a program that was written for Windows Vista and Windows 7 into Windows XP? http://en.wikipedia.org/wiki/Snipping_Tool There are LOADS of free screen capture utilities. For one that not only allows you to capture the screen or an area of the screen that you outline along with providing a history and storage of clips, go look at ClipMagic. www.clipmagic.com
