Windows won’t load- Blue Recovery page

Hi - my HP Pavilion will not restart. Windows will not launch and keeps going back to the blue recovery screen stating ‘It looks like windows didn’t load correctly.’ I have repeatedly chosen the restart my PC. I have repeated chose options to uninstall recent apps/updates. There’s no bitkey ID given for this device in my Microsoft account. What else can I do ?
