Windows won't boot error code 0xc0000098 on clean install, with a new ssd.

My Windows wont boot. I thought it was my hdd that causes the problem. So, i brought a new ssd and did a clean install with a bootable drive, and surprisingly it wont boot. Followed the guide vids on yt, i've done all steps and it said succesful (rebuild bcd dll) on the terminal. But when i try to boot my laptop, it keeps getting the same error. Note that i tried rebuilding BCD so many times, and all of them were "succesful" but it still wont boot. What should i do to make my laptop works like it used to?
