Windows VPN doesn't connect, error 1931. Wireshark shows no connection attempts.

I have multiple Windows 10 Pro 22H2 domain clients running a similar image. They are all configured via the built-in VPN client to connect with IPSec using user certificates for authentication. The VPN settings were configured/deployed using the same script on all devices, and the certificates were all issued by the same trusted CA and the same template. 4 of these clients connect without issue. 2 of them however failed to connect. It'll consistently appear to be trying to connect, before eventually erroring out saying that the "Context has expired", and application logs show the rasclient see
