Windows User Account is Blocking a Website

I am unable to access a very specific web site, using my primary Windows User Account. This is a very recent issue (it appeared within the last two weeks). I have had no similar problems in the past with this website (or any other website). I have ascertained that it is specific to one specific Windows User Account (my primary Windows login). I can access the website using a different Windows User Account (on the same laptop). I can access the website from a different Windows laptop.
