Windows 8.1 current as of June 2020
All my windows updates are failing. It doesn't matter how I try them. My computer crashed on a power outage last week. It seems to have corrupted WUS itself so even /RestoreHealth fails. Can someone figure out from the errors the components affected so that I can maybe replace them directly?
Automatic update fails.
MSU update fails.
Dism /online /add-package fails. (including after successful /remove-package)
DISM /Online /Cleanup-Image /RestoreHealth fails.
This includes applying the servicing stack update which is 4.75MB. C: has 5GB free. The main error is always 0x80071a30, DISM also reports Error: 6704 but that seems to mean the same thing.

This is what I've done so far.
CHKDSK /R /F /offlinescanandfix on all volumes
SFC /Scannow (Windows Resource Protection found corrupt files but was unable to fix some)
DISM /online /Cleanup-Image /StartComponentCleanup (failed with same Error: 6704 It is too late to perform the requested operation, since the Transaction has already been aborted.)
DISM /Online /Cleanup-Image /RestoreHealth (failed with same Error: 6704 It is too late to perform the requested operation, since the Transaction has already been aborted.)
Windows Update Troubleshooter hangs even after a reboot.
Disk Cleanup including dumping the Shadow Copy
Turned off System Restore
Renaming SoftwareDistribution
Renaming Catroot2
Clean Boot
Diagnostic Startup
Checked that BITS and WUS are enabled
