Windows update "stuck"downloading updates!

Folks-

An automatic update was in process through quite a few restarts which were
required due to line problems. The line problems have been resolved but
although my tray icon shows "Downloading updates: 35%" no further
downloading is taking place. I have run a registry cleaner, done a restart,
verified that the process wuauclt.exe was activated but the update remains
stuck at 35%. How can I determine which update this is? How can I get it to
actually continue? How can I terminate it and have it start again?

Hopefully by running a registry cleaner, you haven't done any damage -

For your question about the stuck update.
You'll need to turn off the WU service, clear out the downloads folder
(temporary) and then turn on the WU service and then you can search to see
what up dates are needed.

Instructions -

First stop the update service -
Click Start, Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Stop.
Stopping the service will take a moment.

Second, now locate the softwaredistribution/downloads folder
a. Click Start, click Run, type %systemroot%, and then click OK.
b. Open the the SoftwareDistribution folder, locate the downloads folder and
delete the contents of that folder (the downloads folder)
(that folder would have cleared in about 10 days anyway and by only deleting
the contents of that folder, you won't lose your history)

Thirdly, you'll need to restart the WU service -

Click Start. Choose Run.
In the Run box, type services.msc.
Click OK.
Right-click the Automatic Updates service.
Click Start.
Starting the service will take a moment.

You should eventually be reoffered Windows updates - if inpatient, try
manually scanning for WU to see what is required.

Some require a reboot, others don't.

Oddly, after 2 days of being stuck and after posting my original query (but
before your response) the update took off and completed before I needed to
follow your suggestion. Thanks! Now my problem is an update which
continually asks to be installed: Security update MS .net framework v1.1sp1
kb928366. I install it and it says it completes but I check add/remove
programs and it does not show as installed and after a few seconds the tray
icon is back indicating it needs to be installed. I have installed it 6
times?! Suggestions?

This issue can occur if the previous .NET Framework component is damaged. Let's try to
remove the previous version of .NET Framework and reinstall all of them.

Step 1: Download Microsoft Windows Installer CleanUp utility

1. Visit:

2. Save the file to your Desktop
3. Please double click the file msicuu2.exe on the Desktop to install this
tool on your computer.

Step 2: Remove .NET Framework 1.1

1. Click Start -> (All) Programs->Windows Installer Clean Up.
2. See if you can find .NET Framework software. If so, remove it.
3. Restart the computer and see if the issue still exists.

After that, please restart the computer and perform the following suggestions to reinstall
