Windows update service using cpu

Windows update service and wsappx using 15-20% of cpu (for 3-4 minutes)every time I start the pc or restart it, as I understand it scans for the updates, although I have the latest version. Also if I disable the internet this process won’t start.I just want do disable it without turning wifi and use my laptop without any annoying processes. I found out about this process like 2-3 weeks ago. I tried to find it in task scheduler and disable it, i deleted some process(don’t remember the name)and it worked! I was very happy until today when it showed up again…it started after I checked for virus
