I don't know why. Every was I've attempted to do this, it tells me I don't have permission. I've been running everything with administrator privileges while trying to debug this. Windows update troubleshooter told me something was wrong but it didn't know what.The last thing I installed was a Windows update. It existed then but currently there is no such thing as Windows Update in the settings. I did run sfc. It found some problems and fixed them but not this problem.
