Windows update, PC won't start, stuck in a loop

My PC announced about new update for Windows. I installed it and after restarting the monitor screen remains black. Nothing happens regardless how long I wait. Then, forcing my PC to shut down by pressing power button turns it off. After that pressing power button again, computer turns on but not all the lights, e.g. only half of the RAM sticks got light or some of the fans remain dark or GPU is dark. There seems to be no logic, which part of the PC doesn't turn on. I can force it to off and turn on again, just to have different piece not working. Sometimes after forced turn off, all of the co
