windows update KB5050009 repeatedly fails as 0x800f0983

So, I have run "sfc /scannow" and the DISM commands. DISM found no problems. Sfc says there are corrupted files that it fixed. But, it says that over, and over, and over again. I have run it at least 10 times. I have hand downloaded the update file (KB5050009) from the catalog, and tried to install it using the "standalone installer". Fails, same as when using Windows Update (error: 0x800f0983). I ran chkdsk. It found no problems. I have hundreds of gigabytes of empty disc space.
