Windows update KB4534310 keeps giving error 80073712

I'm using windows 7, and have been able to do every update except for KB4534310. Every time I try to install it, I get the error code of 80073712. I have tried to install other updates to fix it, use sfc, troubleshooting, tried to install it manually, and every solution doesn't work.Anyone have any solutions?
