Windows Update Failures (KB2976978, KB3000850, KB3025417) Error Codes 800F0922, 80246012

Windows Update repeatedly fails to complete installation of patches KB2976978, KB3000850, and KB3025417. In each case, the installation fails during reboot with the "undoing changes" message. I am running Win 8.1 Pro on a stand-alone (non-domain) desktop.


So far, I have tried the following troubleshooting steps:


- establishing a 'clean boot' environment (per https://support.microsoft.com/en-us/kb/929135)

- re-trying installations one at a time (hiding all updates but one, then running update), from both regular user and local admin accounts.


- running the windows update troubleshooter (downloaded from http://windows.microsoft.com/en-us/windows/troubleshoot-problems-installing-updates#1TC=windows-8). This typically results in:


Some security settings are missing or have been changed Fixed
Reset security settings Not run
Service registration is missing or corrupt Fixed
Reset service registration Completed
Windows Update error 0x80070057(2015-06-19-T-09_08_37A) Fixed
Resetting Windows Update data store Completed
Problems installing recent updates Fixed

Note that re-running the troubleshooter again *immediately* will give one or more of the following again (so obviously it's not 'Fixed' well)


Service registration is missing or corrupt Fixed

- Running the built-in Windows Update Troubleshooter (Control Panel -> System and Security -> Troubleshoot Computer Problems -> Fix Problems with Windows Update) with administrator privileges (per the 'advanced' link) resulting in


Windows Update components must be repaired Fixed
Repair Windows Update components Completed


(Note that this is *after* running the prior troubleshooting wizard)


- Running sfc /scannow (from admin command prompt)


Beginning system scan. This process will take some time.

Windows Resource Protection did not find any integrity violations.


- running dism /online /cleanup-image /restorehealth (from admin command prompt)

- deleting all files in the c:\Windows\SoftwareDistribution\Download folder to force WU to re-download patch files


- manually downloading and installing the KB3000850 and KB3025417 patches from their respective web pages


- Disabling Windows Defender. The CBS log indicated the following errors for the KB3025417 patch (which is a Windows Defender update):

- Rebooting and trying again (and again, and again...)


None of these efforts have had any positive impact on the errors I'm seeing.


I am trying to resolve this without having to refresh, reset, or re-install windows, as I'd really like to avoid spending a day or two re-installing all my desktop applications. Any advice or assistance would be greatly appreciated. Log files (CBS, DISM, and the ElevatedDiagnostics reports from the WU Troubleshooting wizards) are all available upon request.
