WINDOWS UPDATE ERROR CODE 1053 - '' the service did not respond to the start or control request in a timely fashion''

My windows update says '' Something went wrong, try to reopen settings later'' . I tried to change it into Automatic(Delayed Start) and Automatic, yet none of those worked. The main issue is how I'm unable to change my background wallpaper from solid colour to a picture. I tried to follow a couple tutorials on how to fix it and that's how i stumbled upon this error code.
