Windows Update error 0x800F0922 with 2025-02 Cumulative Update for Windows 10 Version 22H2 for x64-based Systems (KB5051974)

Until this update was released there were no issues with Windows Update on this Windows 10 machine. The update repeatedly gets to around 96% complete (on the blue update installation screen after restarting), and then says it cannot complete and reverses its installation. This is time consuming, as the update reattempts installation every single day, and its failure leaves the installation missing important security updates.There is no anti-virus software running.Have tried the normal troubleshooting tools (DISM, SFC /scannow etc.) and the Windows Update troubleshooter.
