windows update centre not working

I had this issue for pretty much as long as i had windows, where the windows update centre would just refuse to ever load and i later discovered it is cuz the windows update centre is not working and is paused, however whenever i try to turn it on i get: "error 1053 The service did not respond to the request in a timely manner" or "error 1069 service not started due to login error"i have tried troubleshooting and reinstalling windows already and it didnt fix it.i actually looked everywhere on google and found nothing that fixed it (not a joke btw).
