Windows Update and Wrong Icons assigned to program - Broken Pinning of Programs in the Task Bar

Even after stopping the Windows Update that stalls after the 8% mark. Task Icons for running programs are messed up. in the For example I use Opera and the icon was that of the terminal. More over if you try to pin them, no luck. nothing happensStill a problem after reboot
