Windows taskbar does not work and i could not open windows explorer

After a restart of my laptop the problem occur. when i try to sign in windows it says preparing windows for like 5-10min. Then it ask me to sign in my Microsoft account and now I stuck at this screen.I tried sfc /scannow and chkdsk and there are no error.
