Windows Task Bar is a black bar

The windows taskbar has been replaced with a black bar, pressing the windows key or clicking within the back bar at the bottom of the screen causes the rest of the screen to turn black and flicker before returning back to normal (still with a black bar). Attempting to try and open settings doesn't seem to work, using the short cut command and right clicking the desktop just hasn't worked so far. Trying to open the run menu using windows + r also doesn't seem to work, and hovering the cursor over the black bar the little blue spinning wheel will appear over the cursor like its trying to load so
