Windows stuck in "Why did my PC restart" loop after failed reset.

I'm trying to sell my old laptop and did a reset to delete all files/aps and reinstall Windows 11, however it then got stuck in a loop going back to the "Why did my PC restart" blue screen repeatedly. I checked some previous questions on this issue but their solution didn't work: I tried installing Windows 11 from a USB instead, and went into the Bios boot recovery menu and told it to use the USB, but after a bunch more stuff (a little different than the first time), it once again got stuck going through the "Why did my PC restart?" page loop.
