Windows Start and Taskbar Issues on First Boot

I'm having a weird problem with my PC where the first time it boots up I can't open the start menu with the windows key and various other issues with the taskbar. The windows key works for shortcuts like Win + S and Win + R but it will not open the start menu. If I have multiple windows open for one application, I can't select it on the taskbar. Pressing enter to confirm UAC and other Windows prompts doesn't work. It's just really strange behavior with the OS. I've tried DISM, sfc, chkdsk, all of it.
