Windows Spotlight will not stay enabled as of a few weeks ago in Windows 11

This started about 2 weeks ago. I clicked on 'not a fan' of a photo one morning and since then, Windows Spotlight will not stay enabled (when I go to Personalization it's always on Picture even though I change it to Windows Spotlight frequently). What I've tried:1) Changing Personalization of the Lock Screen to Spotlight > Picture > back again and restarting.2) Re-registering Spotlight:Open PowerShell as administrator and enter the following command: Get-AppXPackage -AllUsers |Where-Object {$_.InstallLocation -like "*SystemApps*"} | Foreach {Add-AppxPackage -DisableDevelopmentMode -Reg
