Windows Spotlight Stuck on Same Photo

On my Windows 11 PC, I set my Desktop Background to Windows Spotlight. However, the images are not updating. I still have that bamboo desktop. I re-registered using the code Get-AppxPackage -allusers *ContentDeliveryManager* | foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} multiple times. However, the background is not changing. I have even tried clean installing Windows, but it doesn't work. I am connected to a non-metered network. Maybe I am messing with a certain setting or something else. I am not sure. Please help me. Thanks!
