Windows Settings App gone! (ms-settings:), along with Task Bar, Windows Key (Start) and other Stuff!

Hello, i've logged onto my laptop few weeks to find my Taskbar and Start button completely unresponsive. I can’t use them to open any applications.The only shortcut that seems to work is the Run one ( Win + R), the others, as Win + I or Win + X or any other else doesn't seem to work,I found out that the Settings App has failed instalation, i don't know why this happened, maybe some update has bugged..?
