windows server 2019 from 1 month all domain users loop login to invoicing.eta.gov.eg

i have windows server 2019 we have domain usersstart electronic invoicing in Egypt (invoicing.eta.gov.eg)from 1 month all domain users can't log in to invoicing portal (loop login)we tried to clear cash- i stoped all firewalls and antivirus.install new windows system to users (log in ) but after connect to domain (the same problem)
