Windows Server 2016 - Can't Add Roles - Exchange 2016

[Hours and Hours]

Attempting to install roles via PowerShell results in this error:

I have run DISM and it returns "Error: 1726 The remote procedure call failed."


Does anyone have any ideas on how to solve this problem?
