Windows security.

Hi my windows security virust and threat protection refuses to restart.First it said some IT administrator blocked it even though its my own laptop and i did some fixes which didnt work now it says that there was some error reseting it.I tried doing scans in cmd and other nothing poped outdid GPedit thingie which didnt work aswelldid security health checkup from files didnt work downloaded latest one sent by admins on this site it starts up for a second even if launched with administrator and disappears.Updated windows did nothingCould anyone help me please? Did my pc got a virus or what? i d
