Windows Security/Defender Offline not working

Hello respected sir/ma'am:I have been experiencing issues with Windows Security (or Windows Defender) not turning on to scan the system and other files. I can use the Virus and Threat protection's File Scan option where it scans all the files (potentially) for any viruses or other system threats. I can perform the Quick Scan and Full Scan, but not Custom Scan or Microsoft Defender Antivirus Offline Scan. When I go to the C:\Program Files\Windows Defender\Offline folder, I can see OfflineScannerShell.exe but when I run it by double clicking it, the error I get is "The code execution cannot proc
