Windows security actions recommended only when logged in as standard user

When I log in as standard user on Windows 11 24H2, Windows security notifies me "Actions recommended".But when I logg in with administrator account Windows Security looks fine.When I boot Windows 10 on the same laptop Windows Security always looks OK no matter what kind of Windows account I log in to.I ran the troubleshooter: Automatically fix Windows security issues and the only issue found was something about phishing protection which the troubleshooter activated.
