Windows safe mode

I am running Windows Vista and my PC will only start in safe mode. I have tried all kinds of things including restore points, virus scanning, etc. I am trying to get it, to go one time, to normal mode so I can transfer files to a external hard drive, so I can upgrade it to Windows 7. Can someone please help me with this?
