Windows resource protection could not perform the requested action

[Windows 10]

Recently my pc crashed whilst installing an update and now won’t boot. I have tried system reset and restore and they both do not work. When I trie to do an sfc scan it completes the verification phase then says “windows resource protection could not perform the requested operation”
