windows reset issues

task manager wouldn't open neither would marvel rivals, so I thought I'd try and reset windows using the reset this pc option but when I try to the window freezes and I get the following error; Windows cannot access the specified device, path, or file. You may not have the appropriate permissions to access the item. G:/AMD/CNext/CNext/AMDRSServ.exe I tried to reinstall my graphics drivers with DDU but when I tried to open it, it froze the window. Also note I cannot run anything as administrator it won't load.
