windows reinstall using the cloud download option

Hello, i'm not very tech savy and i'm wondering in case I get a virus on my computer, reinstalling windows from the files already on my computer can be ineffective and it was usually advised to reinstall from an USB drive. now that i'm learning about this cloud reinstall i'm wondering if it's the same as an USB reinstall in that it's 100% guaranteed to remove any viruses ? i would guess yes but then again i'm not too tech savy so i'd rather be sure. thanks a lot !
