Windows notification center disappearing notifications after specified time?

Basically I see that while I was trying to solve my issue there is a option to set the time duration of notifications I changed this to 15 seconds, Notifications will pop up on the bottom right of my screen and remain there still for 3 seconds. I changed this through the ease of access settings and also through control panel as found in other forums that there is 3 ways to change this and the last one includes registry edits which I dont want to do since the other two options both reflected the change properly, however the 3 second pop up remains.
