I'm working with a nonprofit that refurbishes old computers to provide to veterans/disabled/low income for free. The question is if we receive a computer that was licensed and has the COA and an embedded license key, do we still need to purchase a new Windows license (assuming we're staying with the same version e.g. Win 10 Home)? The refurbishing process is usually limited to wiping the drive and a fresh Windows installation with addition of open source applications. There is no charge to the end users that are given the computers.
