Windows Keyboard Layout DLL not building correctly

I'm trying to modify my keyboard with the Microsoft Keyboard Layout Creator (MSKLC) and I managed to get a DLL with all the keys rearranged successfully and a separate DLL with all the Scan Codes rearranged successfully. The only problem is, I cannot build a DLL with the scan codes and the keys both rearranged. I manually went into every letter key, edited the lowercase, uppercase, and scan codes, and when I build the DLL, it ignores all the letter rearrangements and only changes the scan codes.
