Windows keeps swapping my shortcuts to my second monitor when the display scale is 125%, and my shortcuts have been rearranged

After a shutdown, windows rearranged all of my tabs for some reason, making them larger and spacing them further apart. I changed my scale from 100% to 125% since I was only running one monitor, but when I connected back to my other monitor, when I set my main display scale to 125%, it moved all of my tabs to my secondary monitor. However, when I set the scale of my secondary monitor to 125% instead of 100% like it was,, the tabs returned to my main monitor. I have already checked that my secondary monitor is not checked as the main monitor in either case.
