windows keeps adding different keyboard layouts.

I use dvorak, but since I also need the umlaute from the german keyboards i have just gotten used to having installed both DEU DV and DEU keyboard layouts, and i just switch them while typing.For some reason ( since i am austrian) everytime i restart my device windows adds the austrian german keyboard aswell.my usual solution for this is going to language settings, and removing the german keyboard leaving me with the german austrian one.now, at the next restart, where only DEU DV should be active, again, both german qwertz layouts are here aswellI have tried setting every single location setti
