Windows Installer Service could not be Assessed

I really don't know what happened to my PC, but everytime I want to install anything, it will say "installation failed! Error: The windows Installer Service could not be Assessed. This can occur if the windows Installer is not correctly installed. Contact your support personnel for assistance. " And I checked my services, there is nothing like windows Installer there again. Please how can I go about it .
