Windows initializing slowly and taskbar do not show for the first minute

Hi. Lately, I am getting a really slow start in Windows 11, and the taskbar disappears and takes some time to become active. I checked the forum, and I can re-install Windows without losing my files. Unfortunately, I got this option greyed out. Where can I decide on the language? Thank you
