Windows Hello Sign In PIN Not Creating

Hello thereI am trying to create a PIN but once I finish creating the PIN, it says 'Something went wrong. We weren't able to set up your PIN. You can try again, or skip this step and set up a PIN later'I tried doing it again and again for at least 5 times and it still doesn't work. I looked at the forums on how to solve this issue but none of them were helpful or something went wrong in the process. I tried removing everything inside the Ngc file but one file ( {F53F231A-3668-4382-AE4D-E5BD146189EB} ) just cannot be deleted (and I'm the administrator of this laptop). I even installed LockHunte
